RFP & public bid intelligence

Pursue the
right bids.
Prove compliance.
Submit on time.

Upload the RFP. Fifteen minutes later you have a bid/no-bid recommendation, a compliance matrix traced to every page and cell it came from, and a first draft written only from evidence you have already approved.

Built for US contractors submitting 12–150 bids a year to federal, state, county and city agencies and school districts — construction, facilities, security, janitorial, engineering, staffing, managed IT.

§01From upload to decision15 min

Most bid teams spend the first two days
reading.

By then the questions deadline is half gone and nobody has written a word. iTender Source collapses that into the time it takes to make a coffee — not by skimming, but by reading every clause and showing you exactly where each conclusion came from.

  1. 00:00

    The solicitation lands

Word, Excel, PDF or a zipped bundle. Files are screened, then parsed with their structure intact — clause numbering, page position, sheet and cell references.

  2. 00:40

    Requirements become a graph

Every instruction, question and schedule is typed: mandatory, scored, evidence, pricing, contractual, submission. Each one records the signal that classified it, so you audit the matrix instead of trusting it.

  3. 02:10

    Hidden risk surfaces

Uncapped liability, performance bonds, mandatory site visits, firm-price periods, prevailing wage and MBE/WBE/DBE goals — the things buried in Section 6.3 that decide whether this bid is worth writing.

  4. 04:00

    Bid/no-bid lands on the desk

Eligibility, capability, competition, margin, delivery risk and effort resolve to a score, a win probability and an expected value — in dollars, per bid-team hour.

§02Evidence-governed draftingNo invented claims

Every sentence is
either cited or flagged.

Drafting composes only from evidence your organization has approved, and only from the part of it your role is cleared to see. Each sentence is then checked back against its sources. Figures must appear literally in a cited document. Certificate numbers and insured amounts are reproduced word for word, never paraphrased.

Aravon Group has delivered integrated facilities maintenance to the City of Riverton, Ohio since July 2021 under a three-year contract with two renewal options, both of which were exercised.[1] The portfolio covers 38 sites including city hall, eleven community centers, four aquatic centers and public works yards.[1] Aravon achieved 98.2 percent response time compliance across 4,180 corrective work orders in fiscal year 2025.[2] We are ISO 9001 certified and guarantee a 30 percent reduction in emergency call-outs.

BlockedTwo rule breaches in one sentence — a certification asserted without an in-date certificate record, and a guaranteed outcome. Removed from the draft and reported to the writer, not passed to the reviewer.
Fig. 2 — A real drafted response, verified sentence by sentence.

Sources, not suggestions

A reviewer sees which approved document backs each claim, who owns it, and whether it has passed its review date — before they sign it off.

Prohibited claims never land

Certification assertions, outcome guarantees and absolute performance claims are stripped before a reviewer ever reads them. The rule is enforced, not advisory.

The check is not the model's job

Grounding runs identically whether a language model wrote the draft or the built-in composer did. That part must not depend on a model behaving.

§03Bid / no-bidGates before scores

A failed gate cannot be
outscored.

Eligibility, conflict, capacity, terms and deadline run first. If one of them fails, the recommendation is decline — at any weighted score, however attractive the contract looks.

You can still choose to bid. But overriding the recommendation requires a written rationale, and both the override and the reason go into a hash-chained audit trail that nobody can quietly edit later.

Enterprise tools, for teams
with no enterprise.

The established platforms are built for organizations with a proposal department. If you have a bid manager, two writers and a very busy operations manager, the opening is a product that deploys in days and prices in the open.

§06What it will not doStated up front

The limits are part of
the product.

A tool that will happily write you a certification you do not hold is not saving you time, it is manufacturing a non-responsive bid. These constraints are enforced in code, not promised in a policy document.

It will not invent a credential

No certification, client, outcome, price or piece of experience appears in a draft unless an approved record in your library says it. Where evidence is missing, the draft says so and names the gap.

It will not approve your bid

Every AI output is a draft. An authorized person approves submission content, and the platform records who, when and against which version.

It will not promise you a win

iTender Source improves selectivity, compliance coverage and turnaround. It cannot tell you that you will win, and it cannot determine legal compliance on your behalf.

It will not train on your bids

Sensitive buyer material and confidential bid content are access-controlled and excluded from shared-model training. US data residency and no-retention options are available.
